I have never heard of some unwritten code for highway or any other leo that write speeding tickets...there are some that will hit you with a ticket for being 3 mph over while there are some that would let 15 mph over be the limit. It's just a chance game when you are out there...
If I had to guess though 10 would be the starting point for where most leo's set their guns to..If I wrote them I would probably set it to15 with no breaks when I stop you

Definately depends. Here in Texas, the "general" rule is 10 over, 5 over in a School Zone. Where I worked at one time the policy was 12 over to stop, but several officers wouldn't stop until 15. It was up to the officer whether to issue a citation or not.
State law allows a citation to be issued for 1 over, but that's pretty rare.
We usually ride at about 9 or so over and have never been bothered.

I usually go slightly faster than traffic so that I am never sitting in one place relative to the traffic. It seems to me that I am more visible and therefore safer if I am moving at a different speed than the rest of traffic.

I agree one-hundred percent headshot. I will intentionally speed up through a driver's blind spot unless i'm 99% sure the driver i'm passing has seen me and is aware of my position. Especially with trucks... I think it is much safer when you don't have to be as much concerned with drivers coming up on you (one less thing to worry about). However...
This brings me to a question for the LEO's on the site:
When you pull over a younger guy, on a bike or in another vehicle, what do you want to/prefer to hear from the alleged offender? i'm sure it's different from person to person but are there any commonalities at all? And if we were to bring up reasoning for going slightly faster than other traffic, such as what me and headshot mentioned, does that come across as an excuse and we shouldn't even bother? I would just like to hear a few opinions on this matter.
btw i'm 20 years old and have never been pulled over..... don't plan on doing anything to cause it either

Check your local laws to get an idea of what the law enforcement there will let slide. For example, here in FL we can't ticket for 1-5 mph over, only give a warning. However, if you're going one to five over in a school/construction zone, you're looking at $166.50. In terms of what speed you can travel without being pulled over, there is no universal answer. Some guys here stop people for 15 and up, but that is not everyone. If a cop was really bored he could pull you over for 5 over, 8 over, whatever. Honestly, when I travel on the interstate (in a car) I go 8-10 over. But I could always be stopped. Also, we all know that some cops have it out for motorcyclists, especially sportbike riders. Unfortunately, a few spoil it for the rest of us responsible riders. You just have to use common sense. As for what to say, just be honest and don't offer up a lot of information that you're not asked for. Just answer what they ask you briefly and be polite. If they want to ticket you they will. You can always take it to court (good luck with that).

I just picked up a new 08CBR1K a few months ago...what a machine!
Anywayssss.. I'm and old guy here (38) and my stupid speeding days are semi-past me. The ocassional onramp blast or a quick spirited bump to 3 digits. I have not received a ticket in anyway in well over a decade. I was curious about something I read though regarding fighting a ticket. This guy mentioned that it had worked for him on three different occasions. He would delay the court date by saying he had a Dr appt or something..he would I think do this a few times. When he finally did go in the LEO was a no show, pleaded not guilty, and I guess walked off scott free.
Just curious if this was plauseable ?

Sounds like a good way to abuse the court system. Where I work we are required to be in court, and in turn the court is required to notify us of when that is. That way no matter how many times it is continued we will be there. Depending on the judge, they may still hear the state's evidence without you there, and possibly find you guilty. I would say that's even more likely when you're a perpetual no-show. It's the whole "the boy that cried wolf" thing. If you abuse the system it will eventually catch up to you. If you have no good defense, either pay your penalty outright or be a man and show up for court and ask the judge to go easy. Don't be a cheapskate.
