As far as I know you can look up any state's traffic laws online.  That will tell you for sure.  You can actually find an answer to a question like this fairly quickly.  As far as I know it is legal in FL, but not necessarily a good idea.  It takes more concentration to safely pilot a motorcycle than to safely drive a car, IMHO.  As we all know, motorcycle crashes are almost always much more than "fender benders".  If you think you can do it safely, go right ahead, I don't think you'll be stopped for it.

yeah I am sure it's all good legally but probably not the best idea to talk on the phone while riding a motorcycle.

In CA it is legal to have one earphone for anything, even music, leaving the other ear to listen to things around you. Unless you live in a nazi state I would think that the law is not harsher there.
Alhtough unless you have a specialized mike your friends will not hear sh!t while you're riding.  Its hard to hear someone talking while they do dishes, let alone through wind noise at 35-90 mph and the engine reving at several thousand rpms.  The mikes and processors that hey use on bike radios like Chatterbox account for that.  The best ones that I've seen attach to your neck and actually pick up your throat vibration instead of sound, astronauts and special ops used it.
Personally I dont see a problem of calling people back half an hour after the missed call, but then again I'm not a stock brocker or an ER doctor.  When it is something urgent I just stop, put the phone on the  loudspeaker and just talk through my helmet, works just fine.  Let us know how it goes anyways.

Actually I picked one up from REI that you can use for the small handheld radios.  I have yet to test how it works.  But it kinda looks like a semi circular colar that you put around your neck and a small bud for the ear.
