Bike won't start, think it's my fault.

I took my bike a part recently and when I put it back together the idle was way to high. That was my fault but not the point. Anyway to work on that I took the tank off and ran a long fuel line to it so i could run the bike and still get to the internal throttle adjustment cables which I didn't even need to do.

The point is I have a 93 CBR 600 F2 with a vacuum hose to operate the fuel tap and I ran the bike with the vacuum line disconnected. I don't think it should have run at all but it did for a while then finally wouldn't start at all. Now I put it all back together, vacuum line and everything, and it still won't start. It seems like I'm not getting fuel to the engine so I just wonder if some how I caused the fuel not to pump by running it without the vacuum. The only other difference is that I put a new fuel line in which is slightly longer and therefore dips down and back up before going into the engine. Before this it ran strong so I don't think there is anything major wrong.

Where is the fuel tap off switch? Probably a dumb question but I feel silly for having my bike worked on because I accidentally turned it off and that is my only problem.

Any advise would be greatly appreciated.

Update: Took the fuel line off the bottom of the tank and no gas is being pushed out. Any ideas?

Update: Not getting the vacuum from the engine that opens the fuel tap. Took the tap apart and the valve inside it works fine but when I turn over the engine I'm not getting any suction to the tap.
