Well, i actually bought that cluster used and they were like that, but i have done plenty of LED and other electronics projects. Its pretty easy if you know how to solder, if you dont know how to solder, i would suggest practicing - you can get some cheap pc board and leds from radioshack and can practice soldering on that if you need to.
As far as picking the LED's for the actual project, i dont like to buy LED's from radioshcack, cause they are a retail store and just restock their shelves as they need to, and you might grab 5 of the same LEDs and they may all have been stocked at different times and all vary slightly in output, color, intensity, etc. Personally, i've used superbrightleds.com before and they were great - fast shipping, all my leds matched, and pretty good prices. Since these are guages, you dont necessarily need the highest mcd rating, you'll want to get some that spread well so you get less noticeable hot spots. Check out hidplanet.com's forums and they have a really good LED section with lots of info.
Also, if you want to know what alls involved, head over to www.600rr.net and there is a tutorial on custom gauges in there forums- used to be stickied, dont know if is anymore, might have to search. But anyways, guy goes over step by step of taking apart gauges, locating all the leds and replacing them wit the colors you want. Its on a 600rr gauge cluster, but its the exact same process for any cluster, just would differ in locations of screws and locations of LED's. Good info though.
